We may have laws or no laws unless the justice delievery system which includes; law makers (legislators), law & order machinery(policing) and judiciary which includes (Lawyers & judges) are not in order to deliver what is expected of them, any no of reports, reforms and proposals would not serve the purpose. What is required is a conscientious approach and responsible behaviour at every level. India & Kashmir are no xceptions.
